Is Dell shipping the wrong keyboards on their laptops?

I heard that Dell is shipping the incorrect keyboard on some of their laptops. Is this true?

Yes, but only for select customers.

Affected models:
Dell Vostro 1310
Dell Vostro 1510

Affected regions:
Europe
Middle East
Africannnn

Dell will send you the correct keyboard.
